“UK to Expand Parental Leave Benefits, Including Bereaved Partner’s Leave”

Millions of employees who were previously denied time off for the birth of their child are set to receive new parental leave benefits as part of upcoming measures. Unions have expressed their approval of the changes, which will extend leave options to bereaved parents for up to a year in case of the loss of a partner before a child turns one. Currently, affected families rely on the goodwill of their employers.

The reforms will grant the right to take Unpaid Parental Leave from day one of a new job, offering approximately 1.5 million parents increased flexibility to share caregiving responsibilities. These adjustments will take effect in April. Keir Starmer emphasized the importance of these changes, ensuring that all new parents can take adequate time off when welcoming a child, without the need to work while unwell just to make ends meet, ultimately supporting working families in managing work, health, and living expenses.

Campaigner Aaron Horsey, who faced the tragic loss of his wife during childbirth in 2022, praised the new regulations. He found himself without automatic paternity or parental leave entitlements due to his short tenure at the company, despite being left as the sole caregiver for his newborn son. The introduction of Bereaved Partner’s Paternity Leave aims to provide crucial support to new parents and their employers during challenging times, allowing them the necessary time to grieve, care for their child, and rebuild their lives with dignity.

The Government estimates that around 32,000 more fathers annually will now be eligible for Paternity Leave, aligning their rights with those of mothers on maternity leave. These developments coincide with a Government review of parental leave and pay, seeking improvements in the system to cater better to the needs of caregivers. Officials highlight that despite the desire to work, around 390,000 individuals are currently unemployed due to caregiving responsibilities, including parents.

The introduction of Unpaid Parental Leave from the first day of a new job is expected to provide an additional 1.5 million parents with enhanced flexibility in sharing caregiving duties. The Government projects that even a 1% increase in those returning to part-time work could potentially boost economic output by approximately £150 million annually.

UC General Secretary Paul Nowak emphasized the alignment of UK worker protections with international standards, aiming to enhance living standards and financial security for workers. Good employers are also anticipated to welcome these changes.

Simon Kelleher, Head of Policy and Influencing at Working Families, lauded the immediate paternity and unpaid parental leave rights granted from day one of employment as a positive step forward. Removing the previous 26-week qualifying period allows parents to switch jobs without sacrificing essential leave entitlements, addressing a barrier that has hindered many individuals and trapped families in unsuitable work situations.
