“Build Canada Homes Accelerates Affordable Housing Production”

Date:

In Ottawa over a year ago, Prime Minister Mark Carney announced the initiation of Build Canada Homes, a federal program aimed at addressing the housing crisis and expediting residential construction. The agency is committed to increasing the production of affordable housing, a response to concerns raised by industry leaders about the slow progress of housing development nationwide.

Build Canada Homes has pledged to support the construction of approximately 19,000 affordable units across the country, with around 2,000 currently in progress. Dave Wilkes, the president and CEO of the Building Industry and Land Development Association in Toronto, expressed a desire for a quicker pace, emphasizing the industry’s need for speed.

Becoming a Crown corporation in July, Build Canada Homes has faced administrative challenges, land transfers, and intergovernmental agreements since the enactment of the Build Canada Homes Act. The agency’s spokesperson, Joshua Coke, highlighted the urgency of the housing sector’s demand for affordable homes exceeding the current supply.

While focusing primarily on non-market housing tied to income levels rather than market rates, Build Canada Homes is collaborating with developers to construct affordable homes for the middle class. The agency’s goal is to expedite construction processes and increase housing output to combat the affordability crisis.

The absence of federal funding for new affordable housing over the past three decades, as noted by Kevin Fettig of CMI Financial, has contributed to the current housing challenges. Ottawa’s previous reduction in housing initiatives and cessation of affordable housing construction have led to a lack of focus on affordability, prompting the need for a renewed approach.

CMHC’s chief economist, Mathieu Laberge, stressed the necessity of building 417,000 to 469,000 units annually by 2036 to address the housing affordability gap. Laberge emphasized the importance of both market and non-market housing in enhancing affordability across the country.

Efforts such as the HST rebate and reduced development charges in Ontario have positively impacted overheated housing markets, encouraging increased supply. The recent partnership between Ottawa and Alberta to build affordable housing reflects a step towards meeting the growing demand for housing in rapidly expanding provinces.

Build Canada Homes aims to promote innovative construction methods like modular and prefabricated housing to accelerate construction timelines. Federal Housing Minister Gregor Robertson emphasized the importance of modernizing the industry for faster and more cost-effective housing solutions.
