BBC Considers Tracking Unpaid TV Licence Viewers

The BBC is considering using iPlayer streaming data to identify individuals who have not paid for a TV licence, according to recent reports. A TV licence costs £174.50 annually and is required to watch or record live TV programs on any channel. It is also mandatory to have a TV licence to view any content on BBC iPlayer, whether live or on catch-up.

Up to 40 million BBC iPlayer accounts may soon be connected to a database tracking TV licence ownership, as reported by The Telegraph. When registering for a BBC iPlayer account, users currently provide their email address, date of birth, and postcode.

In the fiscal year 2024/25, the BBC collected £3.8 billion from TV licence fees. However, it is estimated that individuals evading the fee are costing the corporation up to £550 million annually.

A spokesperson from TV Licensing stated, “We continuously explore ways to enhance licence fee collection, leveraging available data to gain insights into viewing habits and BBC service usage.”

Watching catch-up content on platforms like Netflix, Amazon Prime, ITVX, Disney Plus, YouTube, All 4, or My5 does not require a TV licence. However, a TV licence is necessary if watching live content on these services, with potential fines of up to £1,000 for unlicensed live TV viewing.

Individuals aged 75 or over who receive Pension Credit are eligible for a free TV licence. Students living away from home may be covered under their parents’ TV licence if they watch on devices like phones, tablets, or laptops, excluding televisions or desktop computers.

Discounts are available for households with blind or severely sight-impaired individuals, and those in residential care or sheltered accommodation can apply for a £7.50 per room concessionary TV licence. The TV licence fee typically increases annually in April, following the previous September’s Consumer Price Index inflation rate.

While the September inflation rate was 3.8%, leading to a potential TV licence fee increase to over £180, no official announcement regarding a fee rise this April has been released by the Government.
