Minnesota and Cities Sue Trump Administration Over ICE Surge

Minnesota and the cities of Minneapolis and St. Paul have taken legal action against the Trump administration to halt an Immigration and Customs Enforcement (ICE) enforcement surge following a tragic incident where a woman was fatally shot by an ICE officer.

In a federal court filing on Monday, the state and cities alleged that the Department of Homeland Security’s actions are infringing on First Amendment rights and other constitutional protections. The lawsuit seeks a temporary restraining order to stop or limit the ongoing enforcement activities.

During a news conference, Attorney General Keith Ellison expressed concerns, stating that the federal enforcement actions in Minnesota, especially in the Twin Cities, are akin to an invasion and must cease. He criticized the behavior of federal agents, labeling them as poorly trained, aggressive, and armed individuals causing fear and engaging in unlawful conduct in Minnesota.

Homeland Security has announced plans to deploy over 2,000 immigration officers in Minnesota, with more than 2,000 arrests made since December. This surge in enforcement is described as the largest operation conducted by Immigration and Customs Enforcement.

The lawsuit accuses the Trump administration of targeting Minnesota, a Democratic-friendly state, in a manner that violates free speech rights over political differences. In response, a Homeland Security spokesperson defended the administration’s actions, emphasizing the duty to uphold the law and ensure public safety, regardless of political affiliations.

Furthermore, the government is facing additional legal challenges over a similar enforcement crackdown in Illinois, known as “Operation Midway Blitz,” where over 4,300 individuals were arrested last year. The lawsuit filed by the city and state alleges that the operation instilled fear among residents, discouraging them from leaving their homes or utilizing public services.

Separately, federal officers used tear gas to disperse a crowd in Minneapolis following a car crash involving immigration agents, which occurred near the location where Renee Good, a 37-year-old mother-of-three, was tragically shot and killed by an ICE agent. The circumstances surrounding the shooting have sparked controversy, with conflicting narratives from officials and acquaintances of the victim.

Renee, who recently moved to Minneapolis with her family, was described as a gentle, kind-hearted individual by her loved ones. Contrary to claims suggesting she posed a threat, those who knew her remember her as a loving mother and wife, with no history of activism or involvement in protests.

State and local leaders, along with protesters, have disputed the Trump administration’s portrayal of the shooting, with Minneapolis Mayor Jacob Frey dismissing the self-defence argument as baseless. Governor Tim Walz and his wife paid their respects at a memorial set up at the site of the tragic incident.
